He wants a small smartphone with:

 

- Screen smaller than 4,7 inches

- good camera

- android

- less than 400 €

 

I really appreciate help since I am a total newbie when it comes to phones

Samsung Galaxy A3 (2017) ?

 

Looks like a good phone for about 250 euros

 

Sony Xperia X Compact

 

Better in every wee. but its more $$$ at 350 euros

Yeah, I thought already about the Galaxy A3. I didn't know about the Xperia X but it looks promising.
