My computer is broke! Help!

Help me!!! So, my computer has been broke for about a month now and I have done everything to try and fix it. I am absolutely sure everything is working however it will not post to the screen, I rmaed all the parts I thought would be the problem and I put them together and it will still not post (will not go to themonjtor, i have tried other ports and monitors.)... I have a new problem now, when I try to turn the computer off the power button does not turn it off and i am forced to flip the power supply button. Anybody know what i should do?

Post or display? Does it turn on at all? Are there any signs of life? What are your specs? What have you tried? Hell, where do you live? Maybe you have the PSU on the wrong voltage setting?
