i7-4710hq thermal throttling low temps

MY I7-4710HQ in my alienware 17 r2 is thermal throttling even though, it's underclocked, low temps, and repasted/padded... any ideas why? It doesn't even reach 80C before it thermal throttles.

Throttlestop and Intel XTU say it thermal throttles, but Aida64 doesn't say it throttles.

I'm so very confused.

I can't even run it at the full 3.5ghz because current and power limits, so I run it at 2.9 which I'm fine with... but I have no idea what's going on.

Open up ThrottleStop Limit Reasons and see if BD PROCHOT is lighting up in red when it is throttling.  If this is happening, this means some temperature or power sensor outside of the processor is telling the processor to throttle.  You can use ThrottleStop to disable the BD PROCHOT signal path if you do not want these messages getting to your CPU.  

 

Post some ThrottleStop pics including Limit Reasons when it is throttling.
