that card shouldnt be running that hot but it depends on the temperature in his room and what cpu cooling setup he has. A friend of mine has the msi gtx 970 and he said it never goes above 70°C without oc. My current aorus gtx 1080 ti also runs at 80-84°C because it just heats up the case a lot and i got a rad as intake.

 

@OP you might want to reapply thermal paste, that can help
