The percentage depends on the card, and is card specific... Especially with nvidia GPU boost 3.0, the cards will overclock themselves to different speeds, making their power usage different for each card (with the same GPU). There's also the overclock factor where it can bring the power usage up, or the undervolt factor where it can bring it down.

Not all factory overclocked "Zotac 960 4GB Amp" will use the same, each GPU requires a different voltage to achieve the same clocks. Also, this means your power delivery system is well enough for a massive GPU overclock. 

My card (GTX 1080 G1 Gaming) is running between 95-105% of power usage, as it was factory overclocked, manually overclocked, and is watercooled for a higher boost clock
