Building a PC and jumper issues??...

So I was talking to the tech guy where I work today, and he said that you have to watch out for jumpers when building your own PC.  He said that jumpers are all over the place, on the motherboard, in the power supply, etc.  What the heck is he talking about??  I've watched a ton of YouTube PC build videos from reputable channels, like Paul's Hardware, and pcpartpicker, and I've never once heard them mention jumpers.

jumpers are more for old old computers (think 386 - pentium 2 era)

Not really... There are sometimes one or two on the mobo but that's it.
