Stuttering on all games

Does anyone know how to fix stuttering on all games? I have a i7 3770 and a brand new gtx 1060 all my games are having lag stutters and I don't know how to fix it I also only have 10gb of ram and most of it gets used up. Please someone help me fix this it is getting very annoying.

What games are you trying to play do you have V-sync on or off? 

 

A 1060 should handle 1080P gaming just fine at high settings.

You need a diagnose of the problem to find a solution.

I would suggest to start by monitoring your PC while gaming: use task manager (show programs from all users, sort by CPU usage) to see who's running and using resources, then use monitoring software (MSI Afterburner or similar) to track CPU usage and GPU usage while gaming, and finally monitor CPU and GPU temperatures as well.

10GB is an odd number... You have a 8GB + 2GB stick? And why is it filling up, what is it pooled towards..

yes I have 8gb and 2gb stick. When I check in task manager whats filling it up theres tons of windows backround processes and I cant close them of my pc gets unstable and restarts, some of them take up 100mb each theres at least 60 of them running.

gpu usage goes at 60% on games like rust and under 20% on games like minecraft, cpu usage is always about 10% or more under gpu usage. Tempatures at mostly at over 50 on cpu and gpu stays at 50.

windows processes take up a lot of ram that I cant close

also my disk is full when I am gaming it is a hdd I have a lot of files on this computer and when I play a game it reaches 100% most of the time I am thinking that is not letting something reach the game files. I am thinking of getting a ssd for gaming a 200gb and keeping my other hdd for files

internet connection is good I'm coming to the conclusion its my ram bottlenecking
