also, im looking at the amd ryzen 7 1700 and I see compared to the ryzen 5 pros 1500 and 1700 have a better CPU mark but have a lower clock speed and also does single thread rating and # of samples matter

FX cpus have garbage IPC (instructions per clock) so a lower clock ryzen cpu will beat the snot out of it

really... anyway to answer your question single thread performance matters for any tasks that use a single thread, many typical tasks people use these days is multithreaded to some degree. # of samples matters because if those 2 r5 1500s were highly overclocked that would skew the data making the 1500 look better than it actually is (not saying they are, just that it could be possible, not knowing where you took the image from) when you have hundreds, or thousands, of samples you get a better picture of actual performance

clockspeed means nothing.

 

old AMD FX CPUs could go to 5Ghz, but they were still trash.

because each Hz was less effective, since IPC was very bad.

 

Clockspeed is only relevant within the same architecture.
