Did you turn on the PSU itself? There's a power switch at the back of it.

Try pushing the 24-pin into the PSU a bit, it looks like it's sticking out somewhat. Then try turning it on again.

 

Also, how are you trying to turn it on? Not sure if there's a power button or you're just using a paper clip on the power pins, but just curious.
