try opening command prompt as an administrator and type (net.exe stop "Windows Search") without the ().  This should help because cortana sucks (if its win10)

At 6MB/s I doubt the drive is actually at 99% usage, it might be a misread, task manager can be pretty useless like that some times.

download and install windirstat, not only will it show you very clearly what is eating up space, but it will also satisfy my need to see and judge the cleanliness of other people's computers :)

BTW, Task manager doesnt show 100% for Disk usage when the bandwidth hits 100%, it takes into account IOPS and stuff too. 

Like you can max out a drive when you transfer loads of small files to it, 4k small writes, the drive literally cant go any faster, but it is only using a tiny amount of its bandwidth.
