You could go with Manjaro Gaming Edition (mGAMe), it comes with Dolphin as well as a handful of other emulators pre-installed. https://sourceforge.net/projects/mgame/

why use the .exe when it has a linux port?

apt search shows dolphin version 5 is in the ubuntu repo:

dolphin-emu/zesty 5.0+dfsg-1build1 amd64
  Gamecube and Wii emulator

dolphin-emu-data/zesty,zesty 5.0+dfsg-1build1 all

Get a distro with just a window manager like openbox or i3 and create a shell script that runs `dolphin-emu` when you login. If you're really trying to use a distro with just the bare minimum necessary to run the emulator, you could use Arch Linux. Arch Anywhere will make it easier to install.
