The radiators for cooling his servers are outside. The servers are inside (as far as I can tell)

Only 30% humidity in that room. The tubes don't matter much. Just worried a water block would sweat

If it below ambient any part of the loop will have to potential to sweat even if the humidity is lower that will help but only so much.
