I would just find an emulator and ISO for it. 

 

Apart from that, can't help with this as it's against CS.

We can only be vague, but I would look to emulation since the PC version could have issues given how old it is.

Downloaded it and it works great. I didn't experience a problem while on windows 10.

For anyone who does have this game on PC, i strongly recomend taking a look at this site: https://donutteam.com/. They have a ton of ausome mods for the game and tools to make your own, you can program in LUA to create new missions and stuff and edit the P3D files from the game and export / import OBJ files to make new cars.

 

They also have a multiplayer mod in the beta stages for people to use:

The Simpsons: Hit and Run is generally playable on modern operating systems, and works fairly well with high resolutions via a launcher.

However, it's missing effects the console versions have, so if that matters, the GameCube version would be easier to push than the PlayStation 2 version, especially since the latter actually has framerate drops that both the GCN and Xbox versions don't.
