amending the constitution definition?

Constitution is the supreme law of the land.  No other laws can be made that violate it.  Amending the constitution is changing the constitution, in the US it's extremely difficult to pass a constitutional amendment.

 

Fun fact, the bill of rights are the first 10 amendments to the US constitution.  The original constitution didn't have things like free speech in it.

so, i have homework on the first day of school, having to define certain definitions. i came across this phrase, and after looking both online and in physical dictionaries, i couldn't find a definition, just some articles explaining it in 5 or six paragraphs

 

can somebody help me?

That's... not really the case? It didn't have them explicitly spelled out and sufficient amounts of people were like maybe we should detail exactly what the govt. shouldn't do even though the aforementioned document states their powers and then says they don't have any powers beyond what was expressly stated in the document. Which given the Alien and Sedition acts was rather prescient of them. Course, then the 9th and 10th get quickly ignored anyway. Not to mention the monstrous expansion of the commerce clause under FDR.
