frame drops

when i play gta v its stuttering on lowest settings an alot. my cpu usage is always when i play gta like 90-100% and memory usage is 75-100% what should i do

First of all you should list all your components, secondly screen shoots of something like MSi Afterburner  displaying the usages while gaming also helps out, nobody here has crystal balls to guess your problem if you provide zero information about it.

 

Spend as much time writing the question as you wish someone to spend answering it.

I had issues with stuttering and it was because I had 2 different brands of ram in my computer.

i have only one brand but they are very old

GTA V also leaks ram, so 8gbs is not optimal, create a 16gb pagefile could help here some but yeah not much can be done considering the CPU.

my friend has i5 4460 and hes running 20% cpu usage while playing gta v but he has frame drops too

I don't believe your friend. Not calling him a liar just saying no way is it that low.

Since you're hovering around 90%-100% CPU usage, either the game is pushing the CPU processing to its limits or you have some apps that are also hogging up a good portion of CPU time.

 

You also shouldn't be playing at low settings. This exacerbates CPU usage.
