I have to enter and exit bios for cpu to cool down

So, A few days ago I had a old psu and thepc would only start sometimes and then sometimes it would just make the fans go crazy and the monitor would remain black when attempting to turn it on. 

Now I have  a new psu and I can turn on the pc always. However when I turn on the pc I HAVE TO ENTER BIOS and do nothing then exit and save in orde for the cpu not to be hot. Why??? If I dont do this the temp is 60 celcius but if I enter and exit it NEVER goes above 50 no matte how much I do on the pc. I just dont understand why? Why must I enter bios and exit for the cpu temp to be really low ??

it may not be that low but just not show the true temperature it may be stuck at what it was when it entered the bios

No.. Using core temp and i can feel that its hot. Dont know what the issue is.
