I just did a clean install of Windows 10 on an old laptop. Two finger scrolling was working before I did the upgrade. After the upgrade, two finger scrolling no longer works. I have tried different versions of the driver. I have enabled two finger scrolling in the mouse settings. I have also tried third party programs that enable two finger scrolling with no luck. It seems like the trackpad is only seeing (or reporting) one finger. Is there any way I can get the trackpad to see both fingers again?

Get the driver from the manufacturer. If that laptop wasn't designed fro running windows 10 then windows properly reverted to a generic driver and is ignoring the versions you are installing. 

Have you tried turning it off and on again?

I have tried drivers from HP for The specific model laptop. The latest version from HP was for Windows 7. Those did not work either.

There you go, there is the issue, there isn't a driver designed for windows 10, you could try running in compatibility mode but that might be quite flakey.

Have you tried turning it off and on again?

That's normal, happened to me every time I reinstalled Windows 10 on my laptop. Every time I reinstalled Windows 10 on my laptop, it did a crap load of updates, and one of the updates would be the driver for the touchpad. You can also go into Windows Update and search for updates.

That driver installed properly without the need for compatibility mode. It did not see both fingers though.

ok, but the driver might not be functioning properly and it can't communicate with the OS
