If Windows is not booting at all, either it is a software problem and reinstalling will fix it, or it's a hardware issue, but there's no way to tell that without swapping one of them.  Since swapping software is generally easier, try booting up a live USB of ubuntu or something and see if that works.

it's a hardware issue, and i already tried booting with only one stick, should i try it with another pair of ram sticks?

If you're sure it's hardware then go through testing each component.  Could be RAM, motherboard, maybe even boot drive, etc.

I already know it's not the boot drive and it doesn't look like it's the motherboard, I will test if it's the ram.

Pop out the CMOS battery for 5-10 mins. You say it happen after installing the drivers so its probably related to that, so try booting into safe mode.

Have you tried turning it off and on again?

but i need to reinstall windows and i couldn't do it while windows was installed

What?? You can take the CMOS battery out at when the computer is off and disconnected from the mains, You need windows to boot into safe mode.

Have you tried turning it off and on again?

No, if you already have an os then take the CMOS battery out, it probably won't help but it's worth a try. If you don't have an os then don't bother.

When does the BSOD happen? before or after the first restart? 

You can either try a linux USB or just leave one stick of ram in and hope it works, Or take out the SSD/HDD you want windows on, place it in another PC and install windows but as soon as it has restarted you turn the PC off and remove the drive, just don't enter a key until you have the drive in your PC.
