that's normal - when there is nothing to do and it runs more or less idle it will downclock to save energy.

try running something stressy like cinebench and it will stay on max load for the time of the benchmark and then drop again.

but when i try cinebench it goes up to 3.8 then when it hits 67C it thermal throttle its self to 1.4 or 2.6 so how can i avoid thermal throttling? should i get a good cpu cooler? if yes then which one?

When a CPU doesn't have alot of work to do it doesn't go 100%, it would just waste power if it was at top speed all the time.

Every CPU does this, fear not.

so you know about thermal throttle but not about downclocking CPus?  strange ....

Get a decent cooler then - Hyper 2 12 evo if you are on a budget or Noctua NH D14 if you can afford it - or some AIO which I give a s*** about.

yeah about that i don't even know if i have i thermal paste since this machine i prebuilt and i dont have themal paste to reapply it...

If it's thermal throttling, then all you can do is get better cooling on it, and check whether your case fans are blocked, check thermal paste etc. Might be time to save some money and go for a ryzen 4/6 core and b350 board.

A Hyper 212 Evo, Hyper T4, Deepcool Gammaxx 400, any well-recieved budget cooler will do.

I don't recommend you go for a Noctua or Cryorig as they tend to be a bit pricier and not worth it considering that your CPU is gonna be cheaper than the cooler, an AiO is also quite overkill for an FX-4300, but if you plan on upgrading your PC maybe it's worth it cause you can reuse it there.

EDIT: And yes you can overclock with all of those fairly decently, provided your case flow isn't too restricted.

All in one liquid cooler, something like an NZXT Kraken or a Deepcool Captain, it would be at least 60 dollars, and honestly won't be much better than a decent air cooler for your particular scenario.
If you are not upgrading go for a Hyper 212/T4 or any other budget oriented cooler.

I was talking about your CPU, I meant if you were going to stay with the FX 4300, you shouldn't get anything more expensive than a 212 EVO.
You should check your case clearence though, to make sure the cooler will fit.
