gpu usage problems

i recently just built a new PC and ive been having some issues with my GPU performing as it should. i recently noticed while using msi afterburner that my GPU usage was not going above 40% and ive tried many things but nothing has worked. when i built this PC i actually used the HDD from my old pc which had an asrock motherboard. now i have a gigabyte z170x gaming 5 and i feel that some software might be conflicting with the GPU control settings. my last option is to recover my PC to factory defaults and i really don't want to do that! so any help is appreciated

Are you gaming on the pc and show a screenshot of msi afterburner log panel. And what the specs of the pc?

does it occur in every game or only a few specific titles? If its in few games then probably you are running into some bottlenecking, if it occurs always then there might be some issue with drivers maybe

I had a similar issue that was cause by a setting in nvidia panel is to put the graphic card in max performance then it should solve the usage issue. Unless theres some windows services is conflicting with the graphic card
