Yes and yes :D You can overclock with any B350 motherboard and Ryzen CPUs come with very good stock coolers

This is not my first time building a PC but can this pc run these games at 1080p 60+ fps and medium settings or higher? https://pcpartpicker.com/list/NW6DRG  The games I'll be playing is GTA 5, Doom, Call of Duty Black ops 3, Call of duty World at War 2 (In the future), and Rocket League

Can you spend a bit more to get a Ryzen 5 CPU with a B350 motherboard? You will get much better performance....

Get a B350 board so that you can overclock ;)

Yes, and for the stock cooler, yes. Just don't raise voltage too much, try to stay about 1.35v or less, and always monitor your temps and make sure they're below 80c while you're stress testing.

It's simple enough that you just need to follow the manual. (I have one.)
