So I have recently been noticing that through MSI Afterburner and GPU-Z that my GTX 760 (standard edition) is at full clock speed even when seemingly at idle. I've tried to check what could be the culprit program-wise, but according to the Nvidia control panel only 2 programs are running: securedeletebackground.exe and CheckCD_RomLighting.exe. I've tried googling those and everywhere says those shouldn't be a problem at all. My concern is that my gpu is idling at max clock of around 980mhz the whole time @ 65ish degree C. Should I contact someone? Any thoughts on whats going on? Thanks for the help guys!

Turn the fan up its starving for air

I just didn't have it up for the screenshot for some reason I usually have it constantly at 50% while idling. But that shouldn't affect my GPU usage at idle should it? that's more my issue

It's working.

so my gpu should always be under max load even while idling... doesn't make any sense to me.

That's not max load, not even hitting boost clock.

Yes it is, 980mhz is the base clock speed while 1088 is boosted. It shouldn't be at this speed just running the desktop. GPU should always run much lower when idling at you desktop, like around 100-200mhz unless you have a multi display setup.

No it's not, it is using 22% TDP, it is nowhere close to maxed out.

Just because the clocks are up it don't mean your card is all of a sudden maxed out.

Perhaps check the GPU usage with Chrome exited fully since it has GPU acceleration.

Its max, as in clocks maxed. Mine do it, both of them. 1 screen or 3. Max performance or optimal. Shitty NVidia bug. Get nviida inspector, I think its called and use power saver.
My titans would sit at 1008/3500 which is max as the cards cant boost what so ever. Sucked when they were on air as they would idle at 60c.

I have GPU acceleration manually disabled, and those screenshots are without anything running other than afterburner and GPU-Z

Run a virus scan?

Malwarebytes free will find malware.
