On-board graphics kings?

I have a semi budget build running an i5-4460 and no GPU. I believe the total deal cost me around € 500,-
The machine is only used for light tasks.. browsing, streaming and simple games like runescape (hah). And I'm still impressed how well it runs.

Question: What CPU would be the king for on-board graphics? (concerning a friend's future budget build) U can make a top list I don't mind :)

The cpu should not be way over 200 bucks/euros.. because budget build
Maximum it will have to handle is screen recording/livestreaming while playing runescape on a single 1920x1080 60hz ips

get an i5 7400 on a h110m or just go g4560

Might want to wait for the ryzen APU's whenever they launch?

the power of ryzen but with vega integrated graphics, not much is known ATM

7600k is a waste of money as OC costs too much for too little performance gain on the mainstream and any thing more than i5 7400 to just use the iGPU would be a waste.
