Website show desktop version in Dreamweaver but mobile in browser?

Hi guys!

I'm working on my own website right now but i'm very confused i was working on my contact page and now it show the mobile version of my website in the browser but in Dreamweaver it shows the desktop..

I'm very confused my friends didn't get it either. You guys are my last hope!

Btw i didn't link the external Javascript and CSS links in the code above because i didn't edit anything in it and the post would get waaayyyy to long!

I've had tons of problems with dreamweaver in the past, I wouldn't reccomend it to anyone.
