Need help choosing two basic PC builds

Hey guys, need your help. A friend of mine wants a basic desktop for just your basic computer uses (internet, photos and such). He's been offered two computers:

CPU: Intel G550                  RAM: 4GB               Hard Drive: 500GB              Comes with Windows 10

CPU: AMD A4 Dual Core    RAM: 4 gig DDR3   Hard Drive: 500GB        500w PCU          ASRock Motherboard             Comes with either Windows 7 or 10.

 

Need help deciding which one is best, unfortunately Im pretty incompitent when it comes to basic builds and was wondering if you guys could help me out. Thanks.

Both are very weak and outdated.

i wouldn't buy new if on budget, as for 300-400 usd i can find used i5 sandy or ivy that does much better
