Very slow connection while watching youtube

hello from italy guys!!

 

I'll try to explain my problem in the best possible way.

it all started about 2/3 months ago.

I have FTTC connection ( 60mbit/sec real ) with my ISP ( Fastweb ), every time i watch youtube or use any other streaming services, after a while, usually 30/40 minutes, the network significally slows down ( i'm even not able to check my email ) both on ethernet or wifi. This also happens on my cell ( over wifi , not 4g lte )

Normaly i can solve the problem by restarting my laptop ( windows 10 pro, i5 4200u, 8gb ram , 250 gb ssd, radeon r5 m230 ).

 

the modem i have is proprietary of my Isp.

i use chrome/firefox/opera/safari/edge....i tried them all.:(

the firewall inside the modem is off.

i tried switch on and off the modem, it won't change anything.

i called my isp...is all good from their side.

my roommates do not have the same problem....we share the same connection.

 

what the hell might be the problem? bad network card? pc temps? i don't know, it's frustrating.

If you have Steam installed, it likes to automatically download updates in the background. This is always my problem.

 

Chances are, if you're both having this connection, then it's on your provider's end.

i do not have steam or other application like that.

Your provider is throttling your connection then.

Thats how it works. Comcast used to throttle all Bit torrent traffic, hell they probably still do. Verizon has been throttling Netflix traffic, seems the USA's "Best" network cant handle unlimited data. LOL. 

I just want to sit back and watch the world burn.
