My computer is overclocking my overclock?

Okay so I had my i7-7820X at 4.8Ghz , 1.25V.

I ran stress tests, decided everything was okay and started playing a few games.

I noticed on HW monitor however that my max clock was going up to 5000Mhz for some reason.

I also experienced crashing during games so I downclocked back to 4.6Ghz 1.2V.

I'm experiencing the same issue with my max clock being 4919Mhz.

I did a little searching and my windows power mode is at balanced and I have disabled turbo boost in bios.

Any thoughts on why this is happening? Thanks

My 4790k is at 4.5Ghz but if I open HWmonitor and go play Gta V for an hour, it says at some point my max core clock was 4.7ghz so i think its just a bug
