you don't have to, but the computer does draw a minimal current to be able to boot (send power to power switch to notice the short etc) or WOL etc.. but that's not much more than a couple of LED's worth of power, so negligible.
if you flick the power switch on the back of the PSU it cuts all power to the motherboard.

if you're moving it, working on it or don't like it drawing any power when it's off, no matter how negligible, then turn it off fully (if you are working on it, turn it off but leave it plugged in as ground is still connected even if PSU is off)

if you want to save every amp you can of power then yes, turn it off.

if a few watts a day in power draw doesn't bother you and/or you don't want to give the computer the old reach-around every time you are turning it on, just leave it on

turning the PSU off won't damage anything but your pride if you forgot you turned it off and can't get your computer going so you start troubleshooting and asking for help before you realize your error. :P 

Have you tried to perform a sudden temporary interrupt of the electricity flow to your computational device followed by a re-initialization procedure of the central processing unit and associated components?

The only time I flick that switch is when working on my rig. You should though unplug it from the wall though, to prevent power surge damage when its not in use, its happened to me before, and that extra few seconds might save your PC's life. 

Have you tried turning it off and on again?

I flick my switch every night after everyone has gone to bed.

If you live in an area with spotty power or regular lightening stikes than i would switch it or even unplug it. Otherwise no.

The unit is not fully off. It goes into a standby mode - and in that mode, it can continue powering USB ports for example.
