After I finished overclocking and Exit/Save settings. Is my computer supposed to start -> turn off -> start -> turn off etc.. until it finally turns on?

Also I can't see that my CPU has been overclocked to 3.8hz

When I go to task manager and see performance. It still says Max Speed 3.0ghz

Nope. it should turn on right away.

if it does that, it means that your OC is really unstable. clear CMOS and try again with a more conservative OC or more voltage.

I'm running the Ryzen 1700 at 3.8

How much Voltage should I be giving it?

As much as it needs to be stable, as long as that number isn't over 1.35V, or 1.4v on water if you want to be a bit ballsy.

would bad RAM OC also mess up with my booting?

I also ram a CPU stress testing program and it seemed to do fine so I'm confused.

yeah, an unstable RAM OC could also stop your PC from booting.

The PC is booting but it takes a couple of tries.

Hm... That seems like it might be RAM training.

reset your RAM OC and see if it boots first try.

Put 1,375 on the core, 1,2V on the SOC and 1,35V on the ram, then try to see if it's more stable. Do not overclock the ram to test that, leave them at 2133-2400. If it is still unstable, go for 1,4V.

Edit: also set LLC to level 1, not auto or other levels (load line calibration)

But I still can't see that my Core HZ and RAM HZ has gone up.

That's because your OC settings are being overwritten by your BIOS security protections. If the POST is failed because of unstable OC settings, they will get removed and the PC will boot to factory clocks.

I'm using the Asrock taichi x370 with the 1700. Are the numbers you gave me up top going to do fine?

Go on with it, here's a more in depth coverage of ryzen overclock.

To "reset" just enter the bios and press the key for "factory settings" or "Default"

The mobo automatically reset everything since it couldn't POST. You could also choose the reset settings option next to the regular save settings and boot option.

Before doing anything, test your cpu with benchmark and stress tests like Prime95, so you're sure it's stable.

Now, about the memory.. if you can reach 3200Mhz, I totally suggest you to stop there, since there are no benefits and very low chances you'll go any higher. If instead you don't reach 3200, start from 2666 with the lowest possible clocks and increase them one by one until you find a stable config. Take notes, increase to 2933Mhz and do the same. You'll eventually find the highest settings where you are stable.

I can't go any further than 2400, just sayin' so don't expect much over the memory (and after 2933 there are no benefits at all)

there's this XMP profile 2.0 or something for my motherboard. I'm going to try that and see what happens for the ram.

Also is GEEKBENCH a good enough CPU stress tester

From the site FAQ

Quote

Performing a stress test is simple:

  1. Download the software and unzip the files to your desired location.
  2. Run the Prime95 executable and select "Just Stress Testing" when asked.
  3. The default options are sufficient to do a well balanced stress test on the system.
