Low powered pc/server

Would there be a way, to make a "light" gaming pc while being also low power?

 

Friend plays

Minecraft -Hosts servers

7 Days to Die - Hosts servers

He leaves the server on all the time

 

So, hopefully, 16GB of ram to help run the servers, but 8GB if it wouldnt hurt.

Windows 10 must be in the package, 1200$ USD max

 

I know these are pretty low end computer requirements, but he also wants to be able to stream these as well. 

And his roommate is worried about the power bill as well, and ive been thinking about the Avoton Atom motherboards with cpus right on them, but im not sure about those. any thoughts?
