Alright, so a couple months ago I had a problem with my R9 270 graphics card, bought back in June of 2014, where I would get intense graphical glitches when playing games and my computer would often freeze and crash within a couple minutes of launching anything graphically demanding, like a modern game or a GPU benchmark. This, in addition to various suggestions by people on this forum and some other tests led me to believe my GPU was dying, and so I had to replace it. I ended up buying an EVGA GTX 1050Ti, and everything was running just fine. Not only did I stop getting any artifacts, but the performance in games actually increased. Anyway, recently I was playing Portal (which is not a very graphically demanding game, in my opinion) and I kept noticing little graphical artifacts appearing for split seconds and flasing on the screen (mostly black rectangles and triangles appearing at various angles, flashing for about 0,1-0,2s and then disappearing, only to reappear and do the same thing about 20 minutes later. It got me worries, as my GPU was still a fairly new piece of hardware, bought new mere 3 months ago. I used HWMonitor, and the temperatures never exceeded 46 degrees celsius. Yesterday I finished getting all the achievements for Portal, and today I started playing Portal 2. In 80 minutes of playing there were 3 different places in the game where I encountered this specific graphical glitch: 

 

Both games were run on maximum graphical settings, but in both of them (as you can see from the video), I have good framerate, so my computer is definitely not under too much load. Since I've gotten the new GPU I didn't even try to overclock it, so that's not the case. I really don't know what to think about this, but it's really worrying.

just rma the card, core/vram is broke

I hope that's just that. I just ran Unigine Valley on Extreme HD settings, and with a score of 1695 and an average FPS of 40,5 I did not see a single graphical glitch. I also didn't see any when playing other games, but I didn't trust that observation, since most of the other games I play aren't too GPU intensive (like VVVVVV or Undertale)

I could say since it is just that single texture that is glitching, it is probably the game, the blank frames though is a little more concerning, could you post the specs of the PSU and motherboard? I doubt the PSU isn't up to task for a 1050Ti however it might be dying a bit, but I still doubt it, however best to keep an eye out for it, if it continues.

Most people would probably go ahead and blame the VS450 for a lot of stuff, and yeah, it's a cheap PSU, but I've used 3 of them over the last two years, exclusively to replace faulty OEM ones, and no issues have ever arisen, I'd say it's just the game, the motherboard and PSU are both of adequate quality.
