Both fan curves the same but running at different rpms

I've set both fan curves the same in the z270 tomohawk bios but one is being spun at 250rpm and the other at 1000+ rpm. It is a bit loud at 1000+ rpm as these are the noctua industrials.

Which headers are you using? I assume fans are indentical.

Yes they are both noctua industrials. One is in "PUMP_FAN1" and the other is in "SYS_FAN 4".
