Bad Performance in Fallout 4 (Solved)

I am having REALLY bad performance issues with Fallout 4 and I don't understand why. I get 38 FPS no matter what my settings are at 1080p, low or ultra doesn't make a difference. 

I do not have the high texture pack installed. My monitor is an LG Ultrawide with Freesync at 75hz max. Everything is up to date. 

 

I have an I5-6600K at 4.4Ghz and an RX 480 8gb with 16GB ram running the game off my SSD. 

Is there some issue that I am missing?

Fallout 4 can be a demanding game. I play at 2k/4k and depending on situations I can dip below 60FPS (GTX 1080 OC). Check that you have the latest drivers for you GPU, and if you have ANY mods understand that they will absolutely contribute to lag.

All my drivers are the latest. No mods, no add-ons, just "stock"

Game is again more demanding than you would think. I would turn down shadows, and particles, make sure AA is low or off as well.

I understand that, however, I noticed only 5FPS difference between low and ultra settings.

The game is not THAT demanding tbh, my 980m can easily do 75 average on ultra.

Have you tried reinstalling? I know fallout 4 used to have some bad kinks with amd cards, so you may try reinstalling drivers as well.

This isn't an issue with graphics settings, this has something to do with his card and the game not working together properly, like in my post above, my oc'd 980m (about on par with a reference 970) can run the game well on ultra without mods.

A reinstall might not be beneficial, I would probably just recommend verifying the files. Ah, well, my bad.  Anyone tell you you're a bit snarky?

 

@Archertwin When running the game have you verified with task manager that you aren't somehow maxing your CPU or Mem, or another process is kicking up along with it taking CPU cycles?

I reinstalled, turned off Godrays, forced tessellation off in Wattman. 

Still, no changed. 

Even dropping to 800x450, still 38FPS.

I got it fixed. I searched for issues with my card at the exact framerate I was getting and found a Reddit post saying to change the Display Adapter Properties to 60Hz instead of 75Hz. 

 

After doing that, I am hitting 60FPS on Ultra with low on Godrays. It will drop to 40s in busy scenes but that beats the 38 MAX I was having.
