Hard drive dont work

The sata cable and power supply cable is in the hard drive and it doesn't show up in windows. I know the sata cable works because I swapped them between hard drives and it continues to not work. I only have a 350w power supply and I have a i7-4790, a GTX 960 2gb, and a different 1tb hard drive that is already chugging down the power so would there be any possible chance that the hard drive isn't getting power because of that??

350w is plenty more than 1 HDD.

I looked in disk management and it reconized the drive now and it shows up, thank you.
