well then it wouldn't matter if you go to a AMD as it is probably only a 60Hz pannel, so that "high" refresh rate you are going to be chasing won't be seen as you will only get 60FPS thru a 60Hz monitor\tv. and also the gaming performance you are chasing is marginal at best, you could get a R5 1600 and get similar performance and on that panel you aren't really going to notice it.

Probably not the best, but that's what I slapped together on my own. Oh yeah, my budget is in CAD so the US version of PCPartPicker won't really work as everything here is more expensive than things are in the US.

why are you pairing up a 1080ti with a 1080p 60hz monitor? even a 1070 will be overkill for that.
