So when you play a video on a specific monitor you want that monitor speaker to play the sound, and you want to be able to do this for all your monitors? Is there a reason you want this instead of sound outputting to a single device?

well..... if i play a video on the right monitor the left stereo speaker will be way far off to the left or vice versa.... that doesn't sound pleasant, does it? so a monitor should have their own set of audio TAG along with them
no i don't like to wear a headphone

It's possible to have both sets of speakers playing the same thing (using stereo mix and listening through the second output), and it's possible to quickly switch which set of speakers is being used (by changing the default device in playback devices or setting up an autohotkey macro).

But I don't think anyone has ever found a way (or developed a way) for anything being played on a monitor to be played through that monitor's speakers automatically or for it to follow the placement of the video.

Why not just use both sets of speakers. Or get a small 2.1 system and have the satellite speakers central to the monitors.

If you have your speakers properly placed just outside your monitors it should sound fine, it will sound better than built in monitor speakers. How far apart are you monitors? or are they like in different rooms?Or if you mean an actual set of speakers with each monitor just hook both to a mixer, or headphone repeater amp and play on both or one at a time. You will have to manually change which one is playing with something like this: https://www.amazon.com/Behringer-Ultra-Compact-4-Channel-Headphone-Amplifier/dp/B000KIPT30/ref=sr_1_1?ie=UTF8&qid=1499967780&sr=8-1&keywords=behringer+headphone+amp
