got a 1700 you will be blocked by the chip's binning before you can truly get the most out of that cooler.

thats not true, i've personally seen 4ghz out of 1700s its pot luck.

Let me rephrase what I meant to say 100-200 mhz is not worth 50-75 usd extra over a mid range cooler in my opinion.

Edit: unless you are running emulators like dolphin.

Edit 2: would you be better off spending  more usd on the 1700x in hopes of better binning?

hes clearly not going for a value build and to pair with a 1080ti I think its worth it.

Differences

  • Get the Corsair H100i V2 to save $70 on the AIO, but go with EKBWs new A240G if you can get your hands on that. It costs a lot more (I think $220 or $240), but it includes liquid cooling for your GPU as well and according to Linus' latest video it's really easy to put together. It can also be expanded if needed.
  • Changed the Case to a Phanteks P400S Tempered glass edition because I think it looks better than the NZXT S340 Elite, it is a more quiet case, has much better liquid cooling support (up to a 360mm Radiator in the front and 240mm on top), has a white colored interior with a black exterior for flare, and costs the same. I know you said you don't care for RGB but you don't have to worry about the extra expense of installing it if you just want a solid preset color with this case. It can be set to 8 different colors controled by a knob on the ouside or turned of altogether. This would complement the black and white aesthetic of the interior of the case.
  • I switched the PSU to an Corsair RMx 750 because it's about $30 cheap and just as good as the G2 you had listed. This and the G2 are both top tier PSUs, this is just cheaper.
  • Switched the RAM to 2x8 GB of Trident Z just like you had, but it's rated for 3200 MHz instead of 3400 MHz and it is black and whit instead of silver and red. You save $25 bucks and can still overclock this RAM pretty far. Even in the early days of Ryzen I saw Mindblank Tech (YouTube channel) OC this module to 3600 MHz. The next bullet point will make up for the ultra minor loss in RAM frequency hear.
  • I switched the CPU to the 1700X because it increases the likelyhood of the chip being able to OC decently since they are allegedly binned better and because you were going to change the CPU cooler anyways. There is more reason to pay up than just OC performance insurance though, the x variant of the 1700 supports xfr, which seems to increase the speed  the 2 fastest cores run at in stages of 25 MHz until the chip won't support those cores running any faster on top of any OC applied to all 8 cores. This would make up for the losses in the RAM frequency department in games.
  • You save $88 on the total system cost.

TLDR: Looks better, cheaper, more cooling support, potentially runs faster.

PS: if you buy the CPU today you save an extra $10 dollars if you have prime. The 1700x is Amazon's daily deal today.

PSS: If you get the fancy EKWB AIO you can save another $65 bucks on the GPU and get that $699.99 1080ti. This would add support for GPU liquid cooling for not much more than the NZXT X62 if you subtract the $65 saved on the 1080ti from the price of the EKWB A240G.

Everyone is lowering the power supply down.

Should I lower it to 650w instead of 750w even if I'm going to be overclocking and such?

It doesn't really matter with the PSU I provided since it has a fanless mode (good for making the system quieter at low loads) and It costs the same as the other PSUs people were recommending when you apply the mail in rebate. That and it is way more reliable + better build quality than the other recommendations. Seriously, do not skip out on the PSU on my list.
