I would straight out go for the PSU. It seems a bit under powered for the system. But, that shouldn't give low FPS in Low settings though. It might and probably will bottleneck the boost clock of your GPU or the GPU clock in general, but none the less it should still give a fair performance. Did you install all the required drivers? And if yes, did you install them by downloading them from the manufacturers website (Per component, not the brand of the PC) like Nvidia? If no, please go do that now =)

If the required drivers are not installed or up to date your system might perform outright poorly. So before we are going to set our mind on the PSU, I would recommend checking that you installed all the necessary driver software.

Check temps, drivers installed and cpu/gpu clock speed.
