GA h170 gaming3

Hello guys!
I know h170 is not overclocking board. but I'm curious, there is a setting in bios which you can edit the multiplier of cpu core.
but i ddnt touch it because i was afraid. anyway why would gigabyte put a setting like that in non-overclocking board? is it safe to overclock using it? has anyone tried?
