I don't think that's what he means, I think he meant actual grounding in his outlets.

If you are asking about Building and Running a PC  in a home that only has 2 prong 110 outlets (aka ungrounded outlets), There are several things you can do:

1: Replace the outlet with a newer one (this is actually a simple task and even some of the oldest homes wiring still has the ground in the the wiring)
2: Use a 3 prong to 2 prong adaptor for your powerstrip the adaptor will have either a wire or little metal tab that you put the outlet faceplate screw in. This solves "most" grounding issues.

3: Ghetto grounding........ place a UPS between your outlet and your power strip this will condition the power and it will also provide you with the internal ground of the UPS.. as for plugging in the UPS you can always use a adaptor or ("THIS IS NOT RECOMMENDED") Simply cut the ground prong off("THIS IS NOT RECOMMENDED").

 

If your concern is building a PC without a Anti-Static mat then my suggestion would be stay off carpet, If your super cautious then you can go bare foot on hardwood or tile or cement flooring, and just remember to touch the PC Case often and before picking up any components.
