I have a dual Xeon machine on server 2016 (works very similar to Windows 10), and it won't boot. 

I know what I did to break it, it was a change to a file in the system32 folder.

I get to a BSOD when I boot, it says It'll reboot on its own, but doesn't. I need to get to the advanced startup repair so I can boot to just command prompt, and rename the file back. Is there a way to force going strait there?

rthats not a bsod

That's not the screen it takes me to, that's the one I need to get to. 

The file was BasicDisplay.sys

I have a backup that I just need to copy over the existing one and it'll do, so I just need to get it to just a command prompt.

Even F8 going to safe mode doesn't boot.

just put that drive in anouther system or boot from a windows install disk

there is a few tricks you can use, though bootable media is probably the easiest.

 

Otherwise you can turn off the PSU while its booting twice to force startup repair.
