My current specs are:
Amd fx 8320
motherboard msi 970 gaming 
gpu 1060 gaming x 6gb
cpu cooler fx 8320 stock cooler + 5 fans around the case
so my problem is when i play a game that use a good amount of cpu and gpu for example the witcher 3 the cpu temps go well above 65 degrees and stay above for the whole time.I can explain a bit of the heat from the weather of my country which in summer is above 40 untill 7 evening but the night that i use the air condition which brings the room to normal temps the room still is a hell while playing games.I would like to know why the temps are so high and if i can do something to fix it + if any problem will appear if continue in these temps.

reason being is stock coolers arent great, and paired with hot weather, things only get worse. youre best off buying a decent cheap cooler like the 212 evo for example. it will help quite a bit, but wont break the bank.

65 degrees isn't that bad, I wouldn't start to be concerned until you hit high 70's or into the 80's

I would try re-appying the thermal paste:

1- Get some arctic silver 5 , Its the best I have found. 

2- Once you have taken the heat sink off, put some TIM remover onto some tissue, toilet paper will be fine, and gently wipe over the CPU. until there is no paste left. 

3- Wait 2-3 minutes

4- Wipe all the surfaces you have just cleaned with a material like your t-shirt

5- Apply a line of thermal paste in a parallel line to the longest edge on the CPU.

6- Spred it out, you want a thin layer over the whole die, making sure that you can't see the die. 

7- Place the heat sink down and wait for about a minute to let the air escape

8- Put the screws back in a star like pattern, don't tighten them too much until they are all in, you don't want the heat sink to move at all. 

9- Make sure that it is all tight and reassemble you computer. 

It may help lower the temps. If you are really worried I would recommend the cooler master hyper 212 evo/led, its a great option and it fairly robust. The other option it not to look at tempratues, I found that to be a solution for me xD
