Specs

1080ti FE

7700k

16gb Ram

1080p monitor ( i know)

It seems like for my setup i am getting low fps. In games like battlefield one im only getting 60-70fps and in GTA 5 im getting around 60fps. I noticed that the GPU usage is around 99%. For benchmarks i have seen, it looks like i should be getting a lot more FPS. Anyone have any ideas?

V-Sync on? If it's not on, then you might want to reinstall the driver just to be sure. Since you put 7700K for your CPU, I assume you have OC it and should be getting more fps then what you are getting now.

Using a high end graphics card on technology that doesn't push it to its limits (Not 1440p 144HZ or 4K 60hz) graphics cards tend to run at less than their best because they simply don't need to. I'm not sure why your GPU usage is around 99%, however. Try getting your hands on either a 4K monitor or 1440p 144hz and see if the story changes. (As in getting ~60fps in 4K 60hz or around 120-144 in 1440p)

what is the cards clock speed at? Maybe it's thermal throttling for some reason?

Also, you should REALLY invest in a 1440p monitor with a gpu of that magnitude. At least make that a priority purchase when you can.

Gaming build:

CPU: i7-7700k (5.0ghz, 1.312v)

GPU(s): Asus Strix 1080ti OC (~2063mhz)

Memory: 32GB (4x8) DDR4 G.Skill TridentZ RGB 3000mhz

Motherboard: Asus Prime z270-AR

PSU: Seasonic Prime Titanium 850W

Cooler: Custom water loop (420mm rad + 360mm rad)

Case: Be quiet! Dark base pro 900 (silver)
Primary storage: Samsung 960 evo m.2 SSD (500gb)

Secondary storage: Samsung 850 evo SSD (250gb)

Server build:

OS: Ubuntu server 16.04 LTS (though will probably upgrade to 17.04 for better ryzen support)

CPU: Ryzen R7 1700x

Memory: Ballistix Sport LT 16GB

Motherboard: Asrock B350 m4 pro

PSU: Corsair CX550M

Cooler: Cooler master hyper 212 evo

Storage: 2TB WD Red x1, 128gb OCZ SSD for OS

Case: HAF 932 adv

GTA5 is just horribly CPU bound.

If you go up in resolution + higher graphics settings, you will notice that you will get higher visual fidelity without loss of average fps.

At least this is the case for my system. So I have cranked up every setting to max for GTA5 on my system with 1440P monitor.

Did you max out every single graphic settings in both games?

What exactly is the first line?

What is 100%, what is 76%, and what is 99%?

If you don't name them there, post the Screen of the Graphs themself :) Much more helpfull.

Lim1: Power indicates, your GPU is Powerlimited. Probably, depending on the Model, it has the stock Powerlimit of 250 Watt, and that's what it hits --> throttling (however, that will be just 1-2% performance difference maybe.

What are the Clock speeds?
