No experience with laptop but you'd have to do it in BIOS to be permanent and to make it permanent in a program, the program needs to be able to have a start on start-up feature and an auto-apply feature.

Hi, Intel XTU is pretty notorious for being terrible to get at start up. The only reliable I've seen is to hard code a script for it and set task scheulder to open after 10 seconds Windows as booted. http://forum.notebookreview.com/threads/how-to-automatically-under-volt-in-xtu-without-opening-it.802143/

 

XTU and TS both need to be booted after 10 seconds or so because there some random bullshit Windows interference thing.
