So I have a good chunk of spare components, and I wanted to gift a system to my cousin who is 7 yrs old. She plays roblox and stuff and I wanted to give her something to play on since she plays on a tablet.

The part list has the components I would like to get. All the parts with $0.00 are parts I already have. 

Would the cooler be enough to manage the i5 2400? Also can I get something better for the value? 

LGA 1155 motherboards are hard to find now days and that is the only one on amazon that seems decent. 

Any decent GPUs for under $50? I don't mind going used.

Try for a gtx 750 ti, they go under 50 all the time.  If you could manage it a 950/960/rx 270/280 are all good options as well

Well craigslist, gumtree letgo and other classifieds sites are always my first stop on the  hut for cheap gpus (I use kijiji 99% of the time but it seems to be Canada only)

 

Falling short of that ebay could work well for you

eBay is where I would buy my used stuff.  EBay is very pro-buyer so if you get scammed they'll easily help you out.

If you have the stock Intel cooler you dont need to buy a new one.  mobos for the i5 2400 are getting expensive, but a newer CPU and mobo will probably cost even more.

 

You can try play roblox with the hd4650 first. It's not a demanding game, but I'm not sure whether the 4650 can handle it.

the i5 2400 is coming from a SFF OEM system, so the CPU Cooler is weird.

Maybe an RX 460? I'm in the UK, so things are very different, but over here the 750Ti is more expensive than the RX 460 (new or used), but to my knowledge the latter is better. Worth a look maybe.
