VS is terrible. Look for a 620W Seasonic M12II. Or just ask @Ordinarily_Greater, as he knows what SeaSonic PSUs to get for any given amount (SeaSonic makes some of the best budget PSUs).

I have an EVGA 600W Bronze Plus, and have had it for several months. I love it, and have not had any issues. It's also way below your budget, as I got mine for only around $45 US on Amazon with Prime shipping.

They're pretty quiet, though it depends on your system specs. Can we get those please?

 

And the M12 is modular while the S12 is not. There are also higher-wattage versions of the M12 (750W and 850W) which are a different platform than the others and are a bit better.

The Seasonic S12II-B / M12II-B are quiet in the low-mid load range and can ramp up rather loudly upper load range. The difference between the two is modularity.

The Corsair Vengeance 550M is a better option than the M12II-B though and it is priced more affordable at Amazon.de. I would go with that instead of the Seasonic unit; however, like the Seasonic, it can get on the louder side of things at higher louds.

 

The BeQuiet Pure Power 10 600w isn't as well built as the Corsair; however, it is a good option to power your system if you are looking for something that's quiet and offer good customer service in Germany for 3 years.

 

If you can invest in something that cost a bit more, the Corsair RM550x would be a good high-end, fully modular unit that's very quiet, as it doesn't ramped up harder than ~1000RPM even at high louds.
