Friends laptop is dying! Help!

My friend bought an i7 3632QM (Ivy Bridge) Laptop, clocked at 2.2GHz Duel core about 4 years ago, and all he wants to do on it now is play League of legends, but he gets about 10-15 FPS, he said it used to work at 60 sold, but has slowly degraded over time. 

 

Is there anything you guys think I could use to help him troubleshoot? Whether its a virus, or something like that, or if his hardware is just plain out of date.

 

Attached are some pictures of his CPU-Z program, when he comes online ill get some more info on the PC itself! But anything with this amount of info on it would be amazing! :)

Sounds like its time for a clean windows install.

Might be dying get him to start backing up asap he probably doesn't want to loose anything
