Is this bottlenecking?

I've recently bought an RX 460 2GB and ive installed it to my pc. Is this bottleneck?:

and the GPU fan is working and is not working sometimes. 

My cpu is AMD A6 5400K DUAL CORE 3.6ghz

I'm playing LoL there.

That CPU, will severely bottleneck most GPUs unfortunately.

i was actually ingame. sometimes it spikes to 60% then back to zero

But i was just playing League of Legends, we all know that the game isnt hardware intensive right?

As far as I know that is a well known bug using msi afterburner with amd cards. Yes your cpu is definitely bottlenecking your gpu however if the only game you play is league of legends you don't need a more powerful cpu to be fair.

Something is wrong there. If you have 0% GPU usage then you wouldn't get that 60FPS.
