Just install Windows and make a user named "User" and they can rename it themselves, or install Windows and don't set it up, and leave that to the buyer.

I want to be able to load Windows and all the drivers needed and then have it set up as a new install, but with everything installed.

Sysprep and OOBE is probably what you're looking for.  So check them out.

This is exactly what I want. Being able to set all drivers but leave it "clean".
