here is the part list but IDK if that is the right drive 

 

my download is 30.29 and upload is 6.66

 

also I haven't noticed any other things wrong with it yet

Doesnt look like a network issue if thats what you're getting and you're encountering this on all servers.

Most likely its to do with the hard drive. a 5900rpm is a slower drive and generally for low power storage.

 

You might want to try running Disk Defragmenter (you can find this searching your start menu).

Also try running CrystalDiskMark and check what the read/write speeds are.

it says it's 7200rpm

what's your serverside render distance ste to, is your server running at full 20TPS, are you running bone stock vanilla or do you have some other things like mods (if so, which), etc..

 

i could probably post an entire wall of questions before i even get to your list of used hardware, which is not ideal but capable enough.

Idk what the server is running at but it's no only one server also I tested it with mods like optifine and rei's mini map then with only optifine and the same thing happend also when I go on single player worlds the world renders fine

is this servers are on virtual machine (or vps) and they are Linux? I had similar problem and it spammed some error message (something to do with time), and installing Linux-virtual kernel solved problem (it was Ubuntu server, but it should be similar in other distros)

I'm not sure if I made this clear or not but I am playing on public  MINECRAFT servers not making my own what every server

sorry I misunderstood you, so yah it should be fine, there can be plugins that, for example limit all player's view distance to minimal client's to avoid advantage because you're playing in large world or it just can be set to this to reduce server load.
